@mention does not show user in Sharepoint

Hi,

For some reasons, some users in our M365 organization do not show up when using @mention in SharePoint documents, as seen below (No more results found).

I followed the article: https://learn.microsoft.com/en-us/office/troubleshoot/excel/mentions-not-resolve-user-information, but to no avail, with the error as seen below.

One thing I noticed, the users who trigger the error in PowerShell, are also those who cannot be found using @mention. They do not have an all-in-one business subscription (e.g., Basic, Standard, etc.), and they only have a specific license required for their work (e.g., SharePoint (Plan1)). I suppose this is the reason for an exception above, as these affected users do not have access to Outlook / Exchange. Also, all users have access to SharePoint sites.

With that said, how can I solve the @mention issue?

    @mentions is to extract users from global address list in Microsoft Exchange Sever or Exchange Online.

    Since you have given them a SharePoint Plan1 license and it has SharePoint service but no Exchange Online service, please refer to the link for a detailed comparison.

    If you want to implement the functionality described in the original post, you could give them license with Exchange Online service.
