We have been running into an issue regarding creating agents in SEA since Monday this week. Screenshots attached below

It looks like this is a core availability issue that may be related to the site sticky:

There are two options for addressing this:

If you are able, you can try a neighboring region

You can create a support request to increase the number of cores available to you
