AD Site design Quetion

As we all know: In Active Directory, a site is one or more IP subnets connected by a high-speed link.
About "high-speed", if two datacenters are in different city, ping is about 4ms, datacenter connection is 10Gbps, two sites or just one site? which one is better? Thanks.

    I would say link speed if one factor, but also the number of users in each site. The closer a DC is to a user the better the login performance will be for the most part.
