1-Check if the firwall policies allow Windows 10 to communicate with the MEMCM website, over HTTP ports (80 or custom), 10123 and 445.

2 - Check if there are any errors in the logs, opening by CMTRACE.EXE:
C:\Windows\CCM\Logs\ClientLocation.log
C:\Windows\CCM\Logs\LocationServices.log
