Unable to create service connection from azure devops to azure cloud

I'm looking for additional tips on how to create or repair service connections from Azure DevOps to Azure Cloud (specifically for use with deployments to a kubernetes cluster).

I have existing service connections that stopped working recently. Changing the text description and clicking "verify" does not repair these (I've read this as a troubleshooting step).

Attempting to create a new service connection fails because the groups will not load. The subscription shows up correctly in the drop down menu, however. I've tried creating various different types of service connections, but they all fail. Ideally I'd like to use the Azure Resource Manager since I believe this is the current recommendation (but I'd be happy to use a different type if another is current). (It really seems like a bug between devops and cloud to me.)
