I have tried to set up a Virtual Desktop with Windows 11 / Microsoft 365 and there are no VM available (all greyed out) - even after upgrading account from free trial to developer.

This could be related to capacity issue as mentioned on the thread here.
Requesting you to try in Australia region, as few customers were able to deploy workloads successfully in that region.

I mentioned Australia as I have seen customers reporting that they were successfully able to deploy VM's there.However, you can try in any region of your choice. If the region has no capacity issues (as I mentioned in my previous response) you can get the deployment successful.
