Program Files and DeliveryOptimization folders in the wrong drive

Both the folders are in my D: drive. They look empty, but I can not delete them or move them to merge with the ones on my C: drive that are still there. I want them on my C: drive and off my D: drive just to be clear. I've tried the regedit thing I've seen a good bit googling around, but they're already set to the C: drive by default.
