Error installing KB937061

Our IA department has flagged my PC as a vulnerability. They won't let me continue using VS 2005 unless I apply this patch KB937061. It won't install. It says

"The upgrade patch cannot be installed by the windows installer service because the
program to be upgraded may be missing, or the upgrade patch may update a different version
of the program. Verify that the program to be upgraded exists on your computer
and that you have the correct upgrade patch."

My computer is 64 bit Windows 10.

    Do you have visual studio 2005 installed? If not then this one is not needed.

    Yes I have visual studio 2005 installed, that is why I asked the question.

    It turns out I need to not run KB937061 but it's little known cousin KB937060. I'm waiting for our IA department to recheck the vulernability.
