There is no limit that Databricks imposes. Since ADB deployments are built on top of the Azure infrastructure, the only limits that apply are the Azure limits in a subscription (e.g. # of Databricks appliances, # of resources in a region, etc.)
For example, there's a 1000 VNET and 3000 subnets per subscription limit, so the max will be at most 1000 workspaces or 1500 if VNET injected. (Please note: This is just an example to show how Azure limits will impact the creation of workspaces but not the actual workspace numbers as there are other Azure limits which may also impact the number of workspace creation in a subscription)
