Server 2019 DataCenter Licensing

I have 3 Server 2019 DataCenter licenses for 3 physical servers, that only came with 3 activations for each. I am being told by Microsoft support that is all I get. I thought it was unlimited VM's??

    What does the seller's trained licensing specialist have to say? A 2019 DataCenter license should provide for unlimited virtual machines 2012 R2 to 2019 when using AVMA keys for activation.
