Outlook 2019 Volume License Office takes 30 seconds on Loading Profile on all computers I tried

Please help, I need to fix this, cannot go back to a previous version.

Outlook gets stuck on Loading Profile for 30 - 40 seconds every time. I even installed a fresh version of Windows 10 64bit and fresh Office 2019 and tested and it happens!

I have an Exchange 2016 server OnPremise. I have other machines running Outlook 2016 and this does not happen to them.

    However, due to a recent update in forum policy, the question author now is not able to accept their own answers.

    So I have written a brief summary of the solution this issue. Please feel free to accept it as the answer, which would benefit others who also has similar issues in forum.

    Issue:
    Outlook gets stuck on Loading Profile for 30 - 40 seconds every time.

    Solution:
    I used WireShark to figure it was trying to go to an external URL: odc.officeapps.live.com it would wait for some time out and then it would continue loading. So I blocked the URL at the network level and all the machines got fixed immediately.

    What's the version of your Outlook 2019? (File > Office Account > About Outlook)

    According to your description, I notice that the issue doesn't occur with other machines running Outlook 2016, please check if there're any differences between them and the machine running with Outlook 2019, such as some third-party programs.

    For the thread you provided, besides rollback version, have you tried other suggestions mentioned in this thread? If not, please try the following troubleshooting:

    1. Considering that the current outlook data file is damaged or the profile may be damaged, it is suggested that you could try to create a new profile(Control Panel>Mail>Show Profiles>add) and add the account to check if there are any differences.
    2. As I know, some add ins may also affect this, It is suggested that you try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.
    3. I notice this issue occurred on the specific machine, considering the impact of some third-party programs on your computer, please try to perform a clean boot for windows and check if the issue still occur.
    4. If the issue still exists, considering that it would also be affected when the Outlook program itself is damaged, it is recommended that you try to fix the Office application.

    Hello

    Thank you for your question and reaching out. I can understand you are having query\issues related to

    1. Please try to open Outlook in Safe Mode and Disable Add-ins
      Type Outlook /safe in the Run window and select OK
    2. Disable Hardware Acceleration
    3. Run CHKDSK Command
      Type chkdsk c: /f, and press ENTER.

    4 .Disable any Antivirus program or Windows firewall you may have for temporary purpose.

    1. Try to Login with Different Windows user profile then create new Outlook profile.
