I'm looking for a azure resource which will accept my Public SIP trunk traffic.
Note: As the SIP trunk provider is sending over internet we can't have Express route and IPSec tunnel as the is no tunnel at the provider end, also we can't have Azure public load balancer as their will be multiple ports need to allowed. Please provide your suggestions

I am not familiar with how SIP protocol works, but I think it might help you if you go through this documentation for different Load Balancing options in Azure for Http or Non-Http traffic.
Additionally, you can also have a look at Azure Communication Services and see if this Azure direct routing feature (currently in public preview) can help satisfy your requirements.
