Windows 11 Problems after joining a domain

I will do my best to give details. It will be a long question.
PC number 1 was running Windows 10 Pro and belongs on a domain. I upgraded PC 1 to Windows 11 through Windows Update. A few minor printer issues but nothing major.
PC number 2 was a fresh install of Windows 11 using Microsoft's ISO. Installed and running as a workgroup PC just fine. I joined this PC to our domain. When I log into this PC using a domain user, including the same domain user as PC 1, I cannot personalize my desktop, cannot open Windows explorer, cannot open Control Panel, pretty much nothing can be done. If I log in using a local account, all is good.
In summary, I can login on PC number 1 as DOMAINUSER and everything works well, but if I login as DOMAINUSER on PC number 2, hardly anything works.

Thank you for your question and reaching out. I can understand you are having issues related to Windows 11 can not see explorer and personalization.
Please note that It can be some Group Policy or Logon Script due to which you may not able access control panel and customize the Profile.
Please try Disable any Antivirus program or Windows firewall you may have for temporary purpose.
Please try to Login with Domain or Enterprise Admin account and see if you are able to access control panel.
Make sure your User and Windows 11 Computer account is placed at Proper Group and Organization Unit.

2022-10-24T13:39:51.753+00:00 I have similar problem with new laptop with WIN 11.
I think the issue is that i used the same domain mail as Microsoft account to first connect the device to windows 11 and connect it to active directory.
during the process to connect the laptop to the domain i had to disconnect it from azure - as instructed by a popup -
