Use Azure Dev/Test Subscription

Question

I would like to know if there is any way to use a subscription in Azure for non-productive environments. (DEV / HML). No charge from Microsoft or at a lower cost.

Is there any other way to use an Azure subscription in some contract ( EA /CSP / SCE) that allows to use it free of charge?

I know the benefit of Visual Studio subscribers. I ask otherwise. because this one does not meet.

Is there any way to use a CSP or EA contract to pay as you go with a T1 or T2 Partner?

Does Azure Plan for DevTest allow this? if yes, how does it work?
