Query on P1 licence

Hi I have a query on Azure Premium licencing.

I have nineteen Azure Active Directory Premium P1 licences assigned out of twenty available licences in my Azure tenancy.

Am I be billed for the for the nineteen licences that are assigned to the Azure accounts or am I being billed for the twenty licences?

    You're always billed for the full number of purchased licenses, regardless of whether they are assigned to users and regardless of whether the users are actually consuming any service.
