Link work account to admin account

I am trying to link my work account to my admin account but am not having success. My work account is registered under aj@hiscosteamcleaners.com and my admin account is ajadmin@hiscosteamcleaners.com. I have deleted a licence from the account but am still being invoiced for it so need to be able to adjust the number of licences in use from 3 to 2 licences.
