Glitches when installing Windows Server 2008 r2 on HP Proliant Dl380 Gen9 server

Hello everyone, we decided to install Windows Server 2008 r2 on the HP Proliant 380 Gen9 server. Before that, Windows Server 2012 was installed on this server. After installing windows, when we need to put a password on it. Glitches begin, the screen freezes and blinks. Please note that when we install windows 2012 or 2016 we have no such problems at all. It feels like Windows 2008 itself doesn't want to get on our server. But for our old accounting program, we need Windows Server 2008 and Microsoft SQL 2005. Could you help us ? Before that, we installed a couple of times Windows server 2008 r2.

The options we tried to fix the problem: 1) Formatted the hard disk (C-disk). 2) Re-created the Raid array.

We tried erase disk - unfortunately it takes a lot of times, for example for 30 minutes it became 1 %, so we cancelled this process.
