Why isn't folder redirection copying data from previously signed in user accounts?

I can't get data in redirected folders of a previously logged-in user to copy to their new location. This is despite having the "Move the contents of [folder]" to the new location." checkbox enabled in the Folder Redirection GPO this guide from Microsoft had me create:

Folder redirection works for new accounts that are logging in for the first time, so it works somewhat.

One potential difference between the guide and my implementation is the NTFS ACLs of the share directory. Step 3 in the guide says to give "Administrators" full control but I don't have an "Administrators" security group in my domain. I used Domain Admins instead.

In the event logs of the problematic user account I'm seeing information level events like this:

Folder "Desktop" has to be redirected.  
Redirection options = 0x1231.  
Parent folder = "{00000000-0000-0000-0000-000000000000}".  
Path = "\\qumulo\Users$\%USERNAME%\Desktop".  
Group = s-1-1-0.  
  

It seems to know it needs to redirect the folder and copy the current contents to the new location.

    Hi there,

    It may be related to some corrupt file in this user's local documents folder that is stopping the folder redirection from working. Can you delete the local profile for the user from the machine and have them log back in?
    Or have the user login into a different machine as a test.

    Also try enabling both "Grant the user exclusive rights to Documents" and "Also apply redirection policy to Windows 2000, Windows 200 Server, Windows XP, and Windows Server 2003 operating systems". When both are enabled, then the Synchronization Partnership is successfully created and documents are synchronized between the local profile and the home directory.
