Azure AD: users vs external identities

I don't really understand the difference between external identities and users in Azure AD context. The billing costs are quite different between those types and I'm trying to avoid a bad surprise.

In Azure AD B2B, are all "guest" users external identities and all "members" users? What about the "members" whose identity was issued by an external service?

In Azure AD B2C, I can create a user, create a B2C user and invite a user. What's the difference on billing between these 3 types?

    Lately, billing cost for B2C and B2B are converging:

    Basically the cost is calculated only for guests or external and is based on MAU - monthly active users.
