Team/Group List members api does not include all owners

All owners are not returned from the List members API but I do see all owners in the List owners API. Note that the team was created and owners assigned through the Graph API. Is this a issue dur to the mechanism the owners were added? The member count is less than 20 so it is not a result paging issue.
