Windows 11 Pro share inconsistently available

Hello,
I have a head-banger here:

  • Small non-domain network.
  • All computers running Pro OS
  • All computers in WORKGROUP
  • All computers in private network
  • All computers have file and printer sharing enabled
  • Old "server" PC was Win10 Pro and shared C:\QB, share permission = Everyone FC, NTFS Everyone = FC
  • New "server" PC is Win11 Pro and shares C:\QB, share permission = Everyone FC, NTFS Everyone = FC
  • "Client" computers both Win10 Pro and able to access share on the old Win10 "server" consistently
  • Share is mapped on clients with credentials of the "server" computer.
  • Windows 10 Pro x64, Build 10.0.19044
  • Windows 11 Pro X64, Build 10.0.22000

The new Win11 machine was installed late last week. Initially, I made the share and easily mapped the clients. Then I got reports the next day that the clients could not access the share.
Things noted: all machines regularly see a Brother printer on the LAN under Network, but the appearance of Windows computers varies. When the server is NOT visible under Network, the maps are disconnected and cannot be accessed or restored even if disconnected and remap attempted. I also found that the Windows 11 computer does not respond to ping--by name or IP even if ICMP is allowed in the firewall of the system. Win10 computers on the LAN respond to ping.
Things I have verified or tested:

  • Function discovery services, SSDP and UPnP services set to auto-start and run consistently
  • SMB 1.0/CIFS File Sharing Support and all sub-components are enabled on the Win11 PC
  • IPv6 has been disabled on the NICs
  • netBIOS over TCP has been enabled on IPv4
  • Did IP and winsock resets
  • Windows Firewall started at defaults. When things were not working, tried the following:
  • Allowed File and Printer sharing in & out on domain and private networks (some settings were not enabled or were enabled on public)
  • Core Networking Diagnostics - ICMP Echo Request (ICMPv4-In) enable all four rules (IPv4 & 6) for domain and private networks
  • Tried disabling the firewall
  • Reset the firewall

This seems to be a problem with Windows 11 and I'm hopeful to find a fix here.
