Due to geographical restrictions to access certain system from other countries, our company has subscribed to a few VPN services in order to perform our job. And because the IP given in those VPN connection are random, our users often get blocked to access MS365 due to the violation of "Atypical Travel -High Risk Level" in the security check. How do I modify the security policy so that Atypical Travel can be re-classified to Medium or Low risk level?

You can't, but you can change the CA policy to require MFA instead of blocking the account.
