What's the version of the Outlook? To view the build number you can go to File > Office Account > About Outlook.
Is this a recently occurred issue to the affected users?
What's the version of the Exchange server in your organization?
According to this official article, the Mentioned mail feature and the @ (at symbol) indicator are only available for recipients using Exchange Server 2016, Exchange Server 2019, Exchange Online, or Outlook.com. And as far as I know, this feature is introduced after Office 365 ProPlus Build 1609, so it may not be available to older versions of Office.
If the Exchange and Office version requirement are met, please go to File > Options > Mail, scroll down to Send Messages, make sure the checkbox below has been selected:
If it doesn't help, please check for and install all the available updates for Office and see if there is any improvement. It's also suggested to try switching between Exchange cached mode and Online mode to check if there would be any difference.
Besides, in case the issue is due to the corrupt profile, please try creating a new Outlook profile on one of the problematic machine and see the result.
