For managing DDOS, what is Microsoft web server's setting by default?
such as how many accesses from same IP is allowed within specific time.
Does anyone have any suggestions?

Could you please provide some more details regarding your requirement?
I'm not sure what your actual requirement is but Azure DDoS Protection Standard works on intelligent traffic profiling which learns your application's traffic over time, and selects and updates the profile that is the most suitable for your service. The profile adjusts as traffic changes over time.

A rate limit rule can limit abnormally high traffic from any client IP address.
