Accept Arabic name in the BizTalk Rest service schema

I am exposing a rest service they are sending a Arabic name inside a field, but when i get the xml i received as " <BNRegNameAr>??? ?????? 3 ?????? NER</BNRegNameAr>
"

Could you please advice how to allow the Arabic name to be recognized in Biztalk ?
