Sync Accounts from Azure to On-premise Active Directory & RDS authentication

We currently have all our accounts in Azure and curious if we can sync these accounts to the on-premise domain. We do not have an on-premise domain yet but are considering setting one up for a Terminal Server using Remote Desktop Services. We want to setup the domain locally because I believe it's required for RDS.

We can then have the existing accounts be able to authenticate on the RDS.

1.) Can you sync from Azure to on-premise domain?

2.) Is a domain controller necessary for RDS, and is there a way to bypass a domain, setting up an RDS server, and utilize Azure authentication?
