Struggling to deploy Office 2019

Hi, I'm trying to use the Office Deployment Tool to install Office Professional Plus 2019 for volume license. I have followed the instructions without issue in the past, but now running the installer fails with error 30125-39 every time on multiple devices and multiple networks.

Hunting through firewall logs, it seems to be failing to download the following file:

If I run it with a 32 bit configuration.xml it fails for the 32 bit version of that file instead. Copy pasting the link directly reveals the same GatewayExceptionResponse error that I believe is affecting the Office Deployment Tool.

Changing the configuration.xml to an o365 install still works but I require Office 2019 for these particular devices.

Is this link / functionality broken for everyone else too?

Can anyone advise on how to fix this or access an offline installer?

edit: In the end issue was between keyboard and chair, as always. I was setting the language to "en-UK" instead of "en-US" because that's what I do for our o365 deployments but isn't a valid configuration for office 2019. Once I set it back to US English it deployed as expected.

    There are a few ways to try the error 30125-39.

    1. Disable firewall and antivirus software.
    2. SFC scan.
      Open a command prompt with administrative privileges.
      Type "sfc /scannow", and then click Enter.
      The scan will start automatically.
      Do not close the command prompt until the scan is complete.
      Try to install or update Microsoft Office and check if error code 30125-39 (12007) is fixed.
