The Hello data was corrupted, which is the cause of the issue. The root of the issue is presumably some unidentified Windows bug, thus only Microsoft can completely resolve it.
To fix the problem, rebuild the corrupted Hello data after cleaning it up. Until the bug strikes again in the future, which is unfortunately still possible, this will fix the issue.
