Since Teams calendar is associated with Exchange Online mailbox calendar, and you cannot access the mailbox with the error UserHasNoMailboxAndNoLicenseAssignedException,
please first confirm that if the affected user has an active license for Exchange Online or have Exchange Online service enabled.
If yes, please also access Microsoft Remote Connectivity Analyzer and perform a Teams calendar app test.
See if it would return other error messages.
