Currently, we are unable to force synchronization of a particular folder to OneDrive for each user.
Although you said "Prevent users from redirecting their Windows known folders to their PC" group policy settings is out of the question, but based on my knowledge, if this policy and "Silently move Windows known folders to OneDrive" are enabled together, Windows known folders which includes the Desktop folder will be synced to OneDrive, and unable to cancel synchronization.

Admins can gain access to the OneDrive files and folders of active users when necessary via Microsoft 365 Admin Center, users can export some OneDrive folder lists for themselves via PowerShell commands.
But I do not find the way let admins bulk export folders that synced to OneDrive for each user.
The "Sync admin reports - bulk data export" may be helpful, but it is not released now.
