I think I will create a service request from Microsoft 365 admin center.
I can't disable Strict Request Policies even if I try to modify it.

Hi everyone,
We tested preset security policies in our environment but these policies are turned off a long time ago.
Senders are listed as allowed senders in Anti-spam inbound policy.
I have also created a mailflow rule that bypass the spam filter for certain domains.
The messages will still be quarantined by Strict Preset Security Policy.
Does anyone have tips for solving this problem?
