Email app not displaying emails

Outlook version 2019.
Microsoft Exchange server.
Dell Latitude 5210.
Hello I have a user who's emails are not displaying on the Outlook application. However if I have the user login onto the mail web browser. All their emails are displayed.
I have tried uninstalling and installing Office 2019. Didn't work.
I have tried removing the user's account from the application and logging it back in. Didn't work.
I am open to suggestions and some help.

    Please check the cached mode setting:
    Go to Account Settings > Account Settings > change > drag the slider to All
