blue border or box around every thing i click

Question

just recently I see these blue borders or boxes around things I click on. . Not sure if it is from an update. I did a recent windows update and had some dell tech do a fix for something else on my computer after he downloaded or removed and re downloaded the intel driver it seemed to do it. and i assume that was or is the problem. I did not notice before this. I have see answers that it is narrator but i have disabled it or at least i think i have. some of the above questions may touch on it but what is hyperlonk and can it be removed? any way i will senda snap shot of what i mean
