export Powerapps packages error:The provided flow '81e660b5-e562-409d-92f2-dd011491de2d' has been deleted.

Question

Before i export my Powerapps,i have deleted one of my flow because i want to redo it.Then i remove that flow connection in Powerapps and add new connection in it.The Powerapps in editing state and running state have no any error.But when i export it ,it tell my the flow was deleted.i have refresh my flow connection .even though i have redo it ,but i can use it normally,why can't i export it?i have do something wrong?
