May I comfirm a couple quick questions that will help me to better diagnose your issue:
What is the market/region of your LiveID account (hotmail/live)?
What is the market/language of your Operating System(s)?
What is the market/language of your web browser(s)?
What browser(s) have you tried?
Is this only happening to your account or?
Did you try to open the file with the desktop app? what result?
You downloaded the file locally, can it be opened?
It is recomended you first just try the steps below to see if any of them resolves the issue you're having:
Try using a different web browser
Use an incognito/private window
Clear the browser cache
