Are users with this problem fixed or random?
Do these users have the same issue when they logging in Teams web client?
Can other users see these 20% of users in Team?
If you have the permission of Teams channel, you can try to change this part of people from member to owner to see if the issue can be solved.
In addition, we recommend that these users clean up the Teams client cache. Sometimes cache problems may cause some abnormal issue in the Teams client.
