Request for assistance with personal MS learning email unable to link with Partner Program

I am attempting to assist a colleague at work to register with Redapt Inc as part of the MS Partner Program. Can anyone look into what the error in the attachment means so we may try to resolve the issue?

The partner-center-general tag only handles questions about registering a developer account and publishing apps to the Microsoft Store. It seems that you question is not about opening a developer account neither publishing an app to the Microsoft Store.
