What does it mean when a ReFS volume shows different sizes?

Hello,
I have some files on a ReFS volume on Windows Server 2022.
"Size on disk" of the file folder shows as 165 MB.
Capacity of ReFS disk is 1.93 GB.
Why is there only 691 MB of free space available, please?
