Communication Restrictions

I'd like to create a teams page for members to use strictly as a resource for info I add. Is it possible to create a page where the members only have access to info I download which will also restrict communications (chats, email addresses) between the members?

Would you please clarify with some more details on "teams page" and "info" in the post?
Do you mean for example, sharing specific files only to some of the users and also prevent the users from communicating with each other?

If I understand the question correctly, I suppose you may create a Microsoft 365 group and add the users as members.
To share info with users, you can start a conversation, upload files or add custom tabs to the channels created under the Team(Microsoft 365 group).

To restrict users from communicating with each other in the channel, you can configure the general Teams channel to be "Only owners can post messages" to prevent users to start a conversation in the channel.

However, this cannot actually prevent users from starting a 1:1 chat with each other.

If you would like to also limit the scope of the users which they can communicate with others, you may need to look for some other solutions like Information barriers, or address book policy.
However, note that these solutions would also affect other Microsoft 365 products, for example Outlook.
