As per your case description, I would like to say that there are few settings that you can review in order to get this done as it is intended.
-Insufficient subnet (networking) resources
-Insufficient compute (CRP) quota
-Virtual Disk capacity
- Is this Windows node or Linux nodes? (Depends on it you may be able to use the Basic Network or Calico like VXLAN)
