Teams Calling Policies "AllowCalling" does not allow Edit

In Teams admin center Teams Calling Policies "AllowCalling" does not allow Edit if users have been assigned. Global (Ord-wide default) does allow editing. Currently we have over 2,000 users assigned to "AllowCalling" and we want to update the policy to not allow forwarding to external. Does PowerShell allow for editing under these conditions? If so what is the sample command?

    In Teams admin center Teams Calling Policies "AllowCalling" does not allow Edit if users have been assigned.

    The "AllowCalling" policy is set by Teams admin center by default. The settings is to allow user to make private call in Teams client and admin have no way to edit it.

    Currently we have over 2,000 users assigned to "AllowCalling" and we want to update the policy to not allow forwarding to external.

    Do you mean you don't want the user make external call in your organization?

    Based on my research, Teams admin can use the toggle and checkbox to control whether people in your organization can communicate with Teams users whose accounts aren’t managed by an organization.

    You can also opt out individual users—for example, members of your executive team—from receiving communication requests from external users by creating a policy using PowerShell commands and then assigning the policy to those individuals. For more details, you could refer to
