I recently updated windows 11 and now the taskbar only shows a blank white bar, can't refresh the taskbar because the settings app somehow got uninstalled, I even tried uninstalling the update and it still didn't work.

If you able to open the Command prompt as administrator or Windows Terminal, then type the following command:
sfc /scannow
Press enter and let it runs and see if it solved the problem.
It may happen due to screen resolution. Change Screen Resolution and recheck the issue. You may also need to uninstall, reinstall and update the graphic card driver.

In the Task Manager window, switch to the “Processes” tab, look for the “Windows Explorer” service. Right-click on this service and select “Restart”.Now, switch to the “Details” tab in the Task Manager. Look for the below-listed services, right-click one each, and select “End Task” in the same order:
-ShellExperienceHost.exe
-SearchIndexer.exe
-SearchHost.exe
-RuntimeBroker.exe
As soon as you ‘End Task’ for all the aforementioned processes, simply close the Task Manager window and check the taskbar.
