Import KB4497165 to WSUS on Server 2016/2019 fail

We try to import KB4497165 on our WSUS on Server 2016/2019 without success.

Errorcode 80131509

Same for KB4558130 and KB4494174.

In the past We successfully import Updates into our WSUS.

Is there a fix for this?

    After an additional reboot of the server it works fine.
