Removing all programs from showing in start menu?

I made a local group policy editor for non-admin accounts. Using that I enabled the 'Remove all programs list from the start menu." However, it is still showing all programs -- only in a little icon now on the left of the start menu. I want them gone and inaccessible as the computer will be used by people that do not need to access programs. Any help would be GREATLY welcome.
