How to create exception for Tenant Allow/Block policy in M365 Defender

We have a URL that is blocked through Tenant Allow/Block policy in Microsoft 365 Defender and we want one user to be an exception to that rule. Is there a way to do that ?

    How about creating an Automation Rule, in Microsoft Sentinel to look for that User? The change the Status to Closed (or another action)
