    Hi,

Most likely this issue is because the user doesn't have a region or location.

    Hope this helps!

    Hi @Ojha18a-0713

There are multiple method to apply license.

    1. Can you try from 365 Admin center - https://learn.microsoft.com/en-us/microsoft-365/admin/manage/assign-licenses-to-users?view=o365-worldwide
    2. Try using powershell - https://learn.microsoft.com/en-us/microsoft-365/enterprise/assign-licenses-to-user-accounts-with-microsoft-365-powershell?view=o365-worldwide

    Regards
