Unable to create a test tenant with E5 subscription. It says invalid phone number.

I followed this tutorial [https://learn.microsoft.com/en-us/microsoftteams/platform/sbs-gs-javascript?tabs=vscode%2Cvsc%2Cviscode&tutorial-step=1] to build a helloworld app on Teams. However, I fail at the pre-requisites trying to create a sandbox tenant where I can sideload applications. This is the error I get. How to fix this?
