Building RODC from IFM not advertsing as GC because not get event event log 1119

Recently, I created RODC IFM from a writable Windows Server 2019 Domain Controller. I copied the IFM folder to the destination server, built a read only domain controller from IFM. Everything looks good but during promotion of this RODC I selected Global Catalog option, after completion of this DC promotion I didn't get event ID 1119 which will prove that this RODC advertising itself as a Global Catalog. NLtest command and LDP command is showing this server is GC but 1119 event not coming. Then again I unchecked and checked the Global Catalog option from NTDS setting but still after 24 hours its event ID 1119 is not coming. Can someone help me out from this situation.
The subcommand I used to create IFM is "Create RODC C:\IFM".
