Has the Surface Book 2 400Mhz throttle been solved?

Has this been fixed yet?

My +$3K Surface Book 2 15 has been sitting on my shelf unused due to this. I had to buy a replacement laptop :(

My SB2 doesn't have a 400MHz throttle. However, it cannot reach to 4.0GHz+ as previous.

I have the same problem with surface book2 13'.When the gpu of intel intergrated work, the overclock of cpu will be freezing at super low less then 1ghz,and the laptop will be very slow.Please microsoft resolve the problem ASAP! I can't believe it is a product which cost me about 2500$!
