Right click that zip file and select Properties, is there an 'Unblock' check-box at the bottom of that Properties dialog?
if there is, tick that box and apply that setting
Then try unzipping that file again

If that does not solve this, move the zip file to another folder that is not synced by any cloud service like OneDrive, DropBox... etc. and then try extracting the file again.

If you still cannot extract that file, right click it, select Properties, please provide a screenshot of that initial tab and then select the Security tab, please provide another screenshot of that tab.
